New Pathways: A National Strategy for Reskilling Workers Through Tuition Support in the Age of AI

For the past half-century, each American’s human capital—the education, skills, and discipline they bring to their work—has substantially determined how much they earn. This human capital is largely a legacy of childhood and adolescence, but it need not end there. Millions of Americans can change their economic trajectories by upgrading their education and skills in their 20s, 30s, and 40s. At a time when income gains have slowed or stalled for many workers, a national “Second Chance” program could help adults pursue certificates and associate degrees at public community colleges, enabling them to gain the skills and credentials needed for new occupations or advancement in their current careers. 
 

This report examines the potential benefits, costs, and implementation considerations of such a program. Drawing on existing research, data on community college costs and enrollment, and lessons from adult-focused education programs in Tennessee and Michigan, the report explores how expanded access to postsecondary education could improve economic opportunity for millions of Americans.
