The Milken Institute Center for Financial Market's Public Finance/CFO Forum was a two-day virtual plenary, featuring Michigan Governor Gretchen Whitmer and Chicago Mayor Lori Lightfoot. The plenaries covered State and Local Government issues as well as Innovation in Resilient Infrastructure.

With trillion-dollar deficits for both basic public services and critical community infrastructure needed for post-COVID economic recovery, the time is now for innovators from governments, communities and the private sector to come together to set a new public finance agenda focused on outcomes over orthodoxies
