Regina García Cuéllar is the Chief Executive Officer of the Mexican Banking Association where she represents the 54 Mexican banks and leads the banking sector strategic agenda. She holds a Master’s degree and Ph.D. in Economics from Harvard University, where her doctoral research on trade, location, and the gender gap earned her the Citibanamex National Economics Award. She is also a Fulbright and Ford/MacArthur Scholar. Regina completed her undergraduate studies in Economics at ITAM.
Prior to her current role, Regina served as Chief Commercial Strategy Officer at Izzi, Mexico’s second-largest telecommunications company (2022–2023). She previously held senior leadership positions at Citibanamex, including Managing Director of Customer Experience and Head of Strategy.
Regina has extensive experience in the public sector. She served as Chief of Advisors to the Minister of Finance, contributing to NAFTA negotiations and pension reform efforts. As Chief of Staff to the CEO of Pemex (2016–2018), she led the development of the company’s 2016–2021 business plan and played a key role in executing Pemex’s first farmouts and other strategic initiatives. She also led the Strategic Planning Office at the Mexican Social Security Institute (IMSS), where she contributed to reducing the institution’s deficit and expanding digital services for more than 70 million beneficiaries.
She currently serves as an independent board member of Grupo Rotoplás, Grupo Gigante, Grupo Aeroportuario del Centro Norte (OMA), and the Mexico Fund. Regina is also President of the Harvard Foundation in Mexico, which provides scholarships and loans to Mexican students admitted to Harvard’s graduate programs.
Earlier in her career, Regina held research roles at Harvard Business School’s Latin America Research Center and worked as a consultant at Cornerstone Research in New York.
