Ellen Lurie Hoffman

Ellen Lurie Hoffman is Executive Director of the Center for Impact Finance (CIF). Ellen has over 20 years of experience developing and advancing impactful policy solutions related to affordable housing, community development, and sustainability. CIF is an applied research center associated with the University of New Hampshire. CIF addresses income and wealth inequality and access to capital for underserved communities, through research, training, and practitioner driven solutions. CIF convenes private and public sector organizations to design community and economic development products, policies, and strategies. Previously, Ellen worked at the U.S. Department of the Treasury, where she advised the Deputy Secretary on policies to increase housing supply and expand access to affordable housing, aided the Inflation Reduction Act Program Office on the implementation of new clean energy tax credits, and served as Acting Director of the Office of Community and Economic Development. Prior to joining Treasury, Ellen led federal policy analysis and advocacy related to housing, sustainability, and community development at the National Housing Trust, a mission-driven national nonprofit organization. Ellen previously worked at the National Council of State Housing Agencies, where she advanced federal multifamily housing policy issues on behalf of the nation’s state Housing Finance Agencies. Ellen holds a Master in Public Policy Degree from Harvard University’s John F. Kennedy School of Government and a Bachelor of Arts degree in Political Science from Vassar College.
