Brian Callanan joined TD Bank U.S. as Executive Vice President and General Counsel in December 2025. Prior to TD, Brian was a partner and general counsel of Liberty Strategic Capital, a private equity firm with approximately $3 billion in assets under management. He served on the firm’s Investment Committee, led its legal function, and played a key role in the firm’s financial sector investment strategy. Brian was also a member of the boards of Flagstar Bank and Zimperium, Inc., a mobile cybersecurity technology company.
Prior to joining Liberty, Brian served as General Counsel of the U.S. Department of the Treasury, leading a team of approximately 2,000 lawyers. As Treasury’s chief legal officer, Brian was a key advisor on major domestic and national security initiatives, including the implementation of historic economic rescue programs in response to COVID-19, the design of new economic sanctions and anti-money laundering measures, the expansion of CFIUS authorities, financial regulatory reform, and comprehensive tax reform. Brian also managed Treasury’s litigation docket and relationships with multiple oversight bodies. In recognition of his four years of service, he received the Alexander Hamilton Award, the department’s highest honor.
Brian previously worked in private practice as a litigator in Washington, DC, where he represented clients across a range of industries in appellate and regulatory litigation and government investigations. He also led several major Congressional investigations as Staff Director and General Counsel of the U.S. Senate Permanent Subcommittee on Investigations and served as a senior advisor to Senator Rob Portman.

Brian is a member of the Council on Foreign Relations, a trustee of the Antonin Scalia Law School Foundation, and a Visiting Research Fellow at Georgetown Business School. He and his wife Amanda live in McLean, Virginia, with their three daughters and two sons.
