The federal government is retreating from its role as primary funder and coordinator of major disaster recovery. To fill the vacuum, state and local government, philanthropy and nonprofits, and the business sector must come together to rethink emergency response and rebuilding strategies. This session will anticipate the implications of “FEMA 2.0"—such as formula-based assistance and performance-based block grants. Participants will propose new, creative ways to raise, blend, and braid capital, collaborate across sectors, and govern recovery from the ground up.
