Joshua Muema

Senior System Administrator, Central Bank of Kenya; IFC-Milken Institute Capital Markets Scholar

Joshua Muema is an emerging leader in capital markets development and a participant in the IFC–Milken Institute Capital Markets Program at Georgetown University, where he is developing advanced expertise in global capital markets, financial ecosystem design, and policy frameworks. As part of the program, he interned at Cisco Systems, gaining exposure to global policy issues around artificial intelligence (AI), data privacy, cybersecurity, international trade, workforce development, and digital inclusion. This experience strengthened his technical foundation and broadened his perspective on how technology supports efficient and resilient financial systems.

He currently serves as a Senior System Administrator at the Central Bank of Kenya within the Financial Markets Department. In this role, he oversees the administration and optimization of critical market infrastructure, including the DhowCSD platform, which supports government securities issuance, settlement, and reporting. He works closely with internal stakeholders and market participants to ensure operational efficiency, system reliability, and alignment with public debt management objectives. Joshua’s areas of expertise include global policy analysis, fixed-income markets, and financial market infrastructure(payment and settlement systems).

He contributes to system administration, change management, and the development of operational and governance frameworks, with a focus on enhancing transparency, efficiency, and resilience in domestic debt markets across emerging economies.
