Nilmini Rubin

Chief Policy Officer, Hedera

Nilmini Rubin leads global public policy for Hedera, a leading sustainable, enterprise-grade distributed ledger technology network. As chief policy officer, she engages with policymakers, civil society, and the media to shape blockchain, artificial intelligence (AI), and economic policy. 

Previously, Rubin worked on Meta’s global policy team and led Tetra Tech’s international team of more than 300 professionals implementing energy and internet projects. For 12 years, she served as a senior aide on the Senate Foreign Relations Committee and the House Foreign Affairs Committee, where she spearheaded the passage of legislation to provide electricity access in Africa, increase global internet connectivity, reduce corruption through transparency measures, and reform US foreign assistance. She also served at the United States National Security Council under President George W. Bush, where she helped secure agreements on nonproliferation, global health, and foreign aid. 

Rubin was named a Young Global Leader by the World Economic Forum (WEF) and currently serves on the WEF Global Future Council on Decentralized Finance. She is also a member of the WEF AI Governance Alliance’s regulation working group. Additionally, she is a senior associate at the Center for Strategic and International Studies and a member of the Council on Foreign Relations.

Rubin earned her MBA and BA from the University of California, Berkeley. She is the mother of three teenage girls and is a nationally competitive adult figure skater.
