Cameron “Cam” Fowler is the CEO of Early Warning Services (EWS) and a member of the FinTech Advisory Council at the Milken Institute. At EWS, he is redefining payments innovation for growth and inclusion in the US. Under his leadership, Zelle® has grown into America’s leading peer-to-peer payments network, processing more than $1 trillion annually. He has also driven the launch of PazeSM, a next-generation digital wallet designed to reimagine e-commerce. He has continued to scale advanced data capabilities to prevent fraud and scams and drive economic growth and financial stability.

Fowler’s expertise in global banking, payments, data, and FinTech has made him a sought-after collaborator in financial services innovation, policy, and governance in Washington, DC, where he routinely helps shape regulatory discussions around financial security, digital identity, and payment modernization.

Fowler has scaled leading data techniques that help drive security and decision-making. For more than two decades, he held senior leadership positions at BMO Financial Group and Barclays, where he led large-scale change across consumer, digital, wealth, and commercial functions globally. Through his executive leadership positions and advisory roles on key industry boards, Fowler has helped lead the transition to a next-generation financial system built on trust, intelligence, and inclusive growth.
