Clara Chan

CEO, Hong Kong Investment Corporation Limited

Ms. Clara Chan was appointed as the inaugural Chief Executive Officer of the Hong Kong Investment Corporation Limited in October 2023, leading the investment arm of the Hong Kong Special Administrative Region (“HKSAR”) Government. She brings over a decade of senior leadership experience investment management and financial stability, having served at the Hong Kong Monetary Authority since 2010 in roles including Chief Investment Officer (Private Markets) and Executive Director (Monetary Management). One of the most quoted projects that Clara has led is the HKSAR Government’s investment in Cathay Pacific during COVID. Earlier in her career, she served different roles on policy formulation in the HKSAR Government covering home affairs, cross-boundary infrastructure and financial services. 

Clara is a Council member and the Audit Committee Chair of Lingnan University. She is also a Board member of Karen Leung Foundation dedicated to work relating to gynaecological cancers. Internationally, she served as co-chair of the World Economic Forum Global Future Council on Responsible Investing from 2023 to 2024.

A barrister admitted by the High Court of Hong Kong, Clara has been recognised for her leadership and influence in the finance industry. She received the Asia Industry Leadership Award of the 100 Women in Finance in 2016, was named by the Private Equity International to the global list of 40 under 40 in 2020, and was featured on the lists of Forbes Asia’s Power Businesswomen in 2024 and Fortune’s Most Powerful Women in Asia in 2025.
