Ramon Escobar

Senior Advisor, Milken Institute

Ramon Escobar is a Senior Advisor at the Milken Institute focused on Latin America and contributing to policy dialogues and initiatives within the Geo-economic Initiative. Ramon brings 20 years of experience across government and international business, specializing in geopolitical analysis, infrastructure, critical minerals, emerging technologies, and private capital mobilization. Ramon advises investors and firms navigating geopolitical risks and opportunities in these sensitive industries across the region, helping to bridge private capital, Washington, and Latin America. Previously, Ramon served as Director for Western Hemisphere Strategy at the White House National Security Council. Ramon also held senior roles at the US State Department and served as a scholar and lecturer at the Council on Foreign Relations and Georgetown University. His diplomatic career spanned the Middle East, Europe, and Latin America, supporting US companies navigate complex political and regulatory environments. Ramon also of-coufnede an emerging markets trade and ecommerce startup. He holds a dual master's degree from Columbia University and Sciences Po - Paris, and a bachelor's in business from University of Wisconsin-Milwaukee. He lives in Washington, DC.
