Adv. Yosef (Seffy) Zinger was appointed Chairman of the Israel Securities Authority (ISA) by the Minister of Finance, Bezalel Smotrich, in August 2023. Prior to his appointment as ISA Chairman, Adv. Zinger was a partner in the Corporate and Securities Department of the law firm, Herzog, Fox & Neeman, head of Insolvency and Restructuring, and a member of the firm's Diversity Committee. During the years, 2011-2018, Zinger served in various positions at the Ministry of justice, including Supervisor of Special Affairs in the Department of Management and Special Affairs, Office of Legal Counsel and Legislative Affairs under the Deputy Attorney General; and was in charge of debt restructuring, insolvency and taxation in the Office of Legal Counsel and Legislative Affairs, during which time he led the legislation of the Insolvency and Rehabilitation Law, 5778 – 2018. Adv. Zinger participated in several public committees, including: the Securitization Committee; the Inter-ministerial Steering Committee for Israel Business Environment Improvement; coordinator of the Committee to Examine the Regulation of Currency Service Providers, the findings of which provide the foundation for the regulation of credit and currency services in Israel; legal accompaniment to the team examining the reduction of the use of cash in Israel and to the committee examining the reform of taxation of of wallet companies.
