Levina Oppong-Quainoo

Senior Officer, Ghana Fixed Income Market (GFIM); Ghana Stock Exchange (GSE) Fellow (Alumna); IFC-Milken Capital Market Master Program

Levina is an influential leader in shaping Africa’s capital markets, with over a decade of experience spanning financial innovation, sustainable investing, and market infrastructure development. In her role as Senior Officer within the Fixed Income Department of the Ghana Stock Exchange (GSE), she has been pivotal in driving market expansion, growing Ghana’s bond market turnover from $323 million in 2015 to $1.4 billion by 2022. She was part of the team that qualified the GSE for membership in the World Federation of Exchanges (WFE) and contributed to the development of Ghana’s Green and Sustainable Bond Market, the Commercial Paper Market, and the End-of-Day Closing Price Methodology for mark-to-market valuation. Levina collaborates with global institutions such as Bloomberg, Frontclear, OMFIF, and ICMA to drive financial innovation and foster market integration across emerging economies. She provides oversight of financial market data consolidation and insights generation as Ghana’s lead for the ABSA Financial Markets Index project and actively contributes to key policy and industry bodies, including the Annual Public Debt Report Working Group, the Capital Market Master Plan Working Group, and the ICMA AI Working Group.

As a passionate advocate for inclusive market growth, knowledge exchange, and talent development, Levina founded the Capital Market Monthly Engagement series, a strategic dialogue platform uniting policymakers, regulators, and market participants. Additionally, she contributes to OMFIF’s Gender Balance Index roundtables, championing gender equity and leadership in finance. Her expertise spans multiple jurisdictions, having consulted on market development projects for Uganda, Ethiopia, and Zimbabwe. She served as a Fellow of the IFC-Milken Capital Market Master Program, where she advanced sustainable finance initiatives and deepened her engagement with global capital market development through the IFC’s Climate Business Department. She also facilitated the landmark partnership between the GSE and IFC to establish the Sustainable Finance Knowledge Centre for Anglo-Africa, aimed at fostering capacity-building and innovation across the region.

Her professional credentials include certifications in EDGE training (Excellence in Design for Greater Efficiencies, an international green building certification system developed by the IFC), Bloomberg ESG, Capital Market Dealing (ACI), and the CIMA Advanced Diploma in Management Accounting, along with specialized qualifications in Data Privacy, Cybersecurity (AI Risk), and ISO/IEC 27001 Compliance. She holds an MSc in Accounting and Finance from the University of Northampton, UK, and a bachelor’s degree in accounting from Valley View University, Ghana.
