Laura Mondragon is the Senior Director of Climate Resilience and Adaptation at the Montgomery County Green Bank, a public-private partnership accelerating investment in clean energy and climate-resilient solutions across Montgomery County, Maryland. She leads the Green Bank’s flagship resilience financing platform, Protecting the Path to Net-Zero (PPNZ), a pioneering initiative designed to shift climate resilience from reactive, grant-dependent responses to an investable asset class, demonstrating measurable returns such as reduced insurance exposure, lower disaster recovery costs, and the long-term value of upfront resilience planning over costly post-event retrofits. Prior to joining the Green Bank, Laura spent much of her career working internationally with financial institutions across Latin America, supporting their transition toward net-zero business models. Her work included leading climate risk management technical assistance programs, contributing to the design of regional green bond initiatives, and collaborating with global climate funds and philanthropic donors.

Originally from Colombia, Laura has lived in Montgomery County for many years with her husband and four children.
