Paul Rosen, a partner at Latham & Watkins, is the former Assistant Secretary of the US Department of Treasury for Investment Security where he led the operations of CFIUS, the Committee on Foreign Investment in the United States, as well as the establishment of the US outbound investment security program and related investment issues. Paul works at the intersection of complex cross-border transactions and national security, regulatory and geopolitical risk associated with such deals. Leveraging his 15 years of experience across all three branches of government, Paul guides businesses through complex regulatory, national security and crisis management challenges in connection with private equity, venture capital, or strategic investment opportunities. Paul was confirmed with bipartisan support by the US Senate in May, 2022 to serve as Assistant Secretary of the Treasury, and earlier in his career served in other senior government positions, including at the Departments of Justice and Homeland Security. Paul has testified before Congress numerous times on national security and investment policy issues.
