Mexico’s pension system has become one of Latin America’s most consequential pools of institutional capital. Since transitioning to a fully funded, privately managed system in 1997, Mexico’s Afores have grown substantially, creating new opportunities to support long-term investment and economic development. Recent regulatory reforms have further expanded the investment universe available to these funds.

This report examines the evolution of Mexico’s pension system and the forces shaping its next phase. It explores the growth and diversification of Afore assets, the changing regulatory environment, and opportunities for greater investment across domestic and international markets.

Looking ahead, Mexico’s ability to translate this growing pool of institutional capital into productive, long-term investment will depend on how effectively Afores, policymakers, and other market participants respond to the structural and institutional constraints that remain.
