Sahia Ahmad is the CEO of the Regulatory Policy and Governance Sector at the Department of Economy and Tourism in Dubai. She is a quiet force behind some of Dubai’s most iconic milestones. Over the past 30 years, she has played a key role in shaping the legal and policy foundations of the city’s rise, from Palm Jumeirah and Atlantis to DP World’s IPO, Dubai’s Freehold Law, and the first offshore company legislation in Jebel Ali Free Zone.
The first Emirati admitted to the UK Bar, she built her career across leading global firms and senior government roles, guided by faith, fairness, and a deep commitment to public service. Since 2014, she has been part of the leadership driving Dubai’s economic and tourism strategy, while serving on national and international boards including the Dubai Virtual Assets Regulatory Authority and the Global Board of the Association of Corporate Counsel.
