Frank Fannon

The Honorable Frank Fannon is the Co-Founder and Managing Partner of the Orion Critical Minerals Consortium (OCMC), a mission-driven, U.S. government-backed company that seeks to develop a secure and resilient critical minerals supply chain. In this role, Frank leads global government and stakeholder engagements, develops new partnerships and business opportunities, and serves on the investment committee. He applies more than two decades of high-level U.S. government and private sector experience to advance the OCMC’s mission. The United States Senate unanimously confirmed Frank to serve as U.S. Assistant Secretary of State for Energy Resources. He led whole-of-government initiatives to advance energy security, open markets, and integrated critical minerals as a key pillar of U.S. foreign policy. As Managing Director of BHP, Frank established the U.S. Corporate Affairs function to support the company’s evolving strategy and expand its American shareholder base. Before BHP, Frank led global government affairs for Murphy Oil Corporation, where he supported expansion into new countries, and worked across the company’s integrated businesses. While serving as counsel to the U.S. Senate Environment & Public Works Committee, Frank drafted and led transformational U.S. energy and resource policies, including the 2005 hydraulic fracturing provisions that enabled the shale revolution. Frank is a frequent media contributor and holds advisory positions with some of the world's most prominent think tanks.
