Expanding local, national, and regional early warning systems and enabling them to interact beyond their silos with a global network will require ongoing commitment and funding from the public, philanthropic, and private sectors. A World Bank/World Health Organization analysis of funding needs for surveillance, collaborative intelligence, and early warning concluded an annual cost of US$13.3 billion, with an annual $4.1 billion funding gap. The Milken Institute convened national and local stakeholders across investors, international and civil society organizations, academia, and public and philanthropic sectors to address the critical need for global health security and pandemic preparedness. These reports summarize the findings and recommendations from four Financial Innovations Labs® held around the globe.
