Singapore Non-Resident Ambassador to the Republic of Austria
Heng Wing Chan

Chan Heng Wing is Singapore's non-resident ambassador to the Republic of Austria. Previously, Chan was managing director for international relations at Temasek International in Singapore and chief China representative for Temasek Holdings. He is an independent director of Banyan Tree Holdings, Fraser and Neave Ltd., Fraser Property Ltd, ECommerce World REIT and the holding companies of Fullerton Bay and Fullerton Hotel. Chan has served as consul general to Shanghai, Singapore's ambassador to Thailand and Singapore's consul general to the Hong Kong and Macau special administrative regions of China. He was also appointed as Singapore’s last Commissioner to Hong Kong and its first Consul General during the Handover from 1997 to 2001. Earlier, he was Prime Minister Goh Chok Tong's press secretary and director of the media division in the Ministry of Information and the Arts, and he held positions in Singapore's permanent mission to the United Nations. He holds a B.A. and M.A. from the University of Singapore and an M.S. from the Columbia Graduate School of Journalism.
