Each year, three million Americans graduate from high school, but only eight percent are qualified to attend a top university. African-Americans and Latinos represent just 14 percent—35,000—of those graduates. Of students from the lowest-income households who make it to college, just nine percent complete a bachelor's degree by age 24.
