Chan Heng Wing

Founding Chairman, Asia Center, Milken Institute; Non-resident Ambassador to the Republic of Austria, Singapore

Chan Heng Wing is the Founding Chairman of the Milken Institute Asia Center and Singapore's non-resident ambassador to the Republic of Austria. He currently sits on the executive boards of the China Cultural Centre, Fraser and Neave, Ltd., and One Bangkok Holdings in Thailand, and serves as a Strategic Advisor to the OIG Group from Shenzhen, China. Previously, Chan was managing director for international relations at Temasek International in Singapore and chief China representative for Temasek Holdings. He has served as an independent director of Banyan Tree Holdings, Fraser and Neave Ltd., Fraser Property Ltd, the holding companies of Fullerton Bay and Fullerton Hotel. Chan has served as consul general to Shanghai, Singapore's ambassador to Thailand and Singapore's consul general to the Hong Kong and Macau special administrative regions of China. He was also appointed as Singapore’s last Commissioner to Hong Kong and its first Consul General during the Handover from 1997 to 2001. Earlier, he was Prime Minister Goh Chok Tong's press secretary and director of the media division in the Ministry of Information and the Arts, and he held positions in Singapore's permanent mission to the United Nations. He holds a B.A. and M.A. from the University of Singapore and an M.S. from the Columbia Graduate School of Journalism.
