Since 2015, the Milken Institute’s Best-Performing Cities China series has used the latest and most comprehensive official data to track the economic performance of cities. Our analysis offers recommendations on improving performance, and provides businesses with insight into regional economic trends, helping them to explore potential investment opportunities.
2019 Rankings
Our index presents two separate rankings—one for first - and second-tier cities and another for third-tier cities—to reflect the fact that cities fall into different developmental stages and urban hierarchies. First- and second-tier cities are normally the forerunners of urbanization, larger in size, and receive more support from the central government.
