Dozens of Qualified Opportunity Funds with more than $20 billion of capital have been earmarked for Opportunity Zones since the 2017 Tax Cuts and Jobs Act was signed. With investors only able to invest in Opportunity Zones through these Qualified Opportunity Funds, many questions remain on the precise implementation required to mobilize capital and achieve positive economic development in neighborhoods underserved by capital.
