
Rachel Inman
Rachel Inman is a senior associate on the Feeding Change team at the Milken Institute. Prior to joining the Milken Institute, she spent two years with the USDA Food and Nutrition Services as a program analyst and Presidential Management Fellow. Inman supported the policymaking, regulatory, and programmatic activities for three federal child nutrition assistance programs, notably earning a 2024 Food, Nutrition, and Consumer Services Under Secretary’s Honor Award for her work on the publication and implementation of a final rule that updated child nutrition standards. Additionally, she supported the development of the Dietary Guidelines for Americans, 2025–2030 and implementation of the Dietary Guidelines for Americans, 2020–2025.
As a Presidential Management Fellow, Inman completed more than 180 hours of training in strategic thinking, interpersonal skills, communication, leveraging diversity, and leadership alongside fellows from across the federal government. She earned her master of science in nutrition and dietetics from Drexel University, where she also completed a dietetic internship with a concentration in nutrition policy. Her graduate research included evaluating state food policy initiatives and developing tools to assess the effectiveness of school wellness policies. This work, conducted in collaboration with Temple University, resulted in the publication “Bridging the Gap in Policy Implementation through a Health Equity Lens: Insights from a Two-Year Study on Measurement Development.”
Earlier in her career, she worked as a legal assistant at White & Case LLP, supporting the antitrust trial team. She also holds a BA in public policy and government from Dartmouth College and is a registered dietitian.
