Ramon Escobar brings 20 years of experience in government and international business, specializing in foreign policy, infrastructure finance, critical minerals, and emerging technology companies. He is also a senior advisor at Milken Institute Finance, where he contributes to policy dialogues and initiatives within the Geoeconomics Initiative, particularly related to Latin America.

Before joining Actum, Escobar served as director for Western Hemisphere Strategy at the National Security Council, the White House, where he played a key role in developing and advancing an affirmative US economic strategy in Latin America and the Caribbean. He led efforts to mobilize public resources and private capital to support US priorities in infrastructure, mining, technology, and other strategic sectors. He also worked to build critical bipartisan congressional support for the strategy.

Previously, Escobar held senior roles at the US Department of State and served as a scholar and lecturer at the Council on Foreign Relations and Georgetown University. His diplomatic career spans the Middle East, Europe, and Latin America, where he assisted US companies in navigating complex political environments, regulatory changes, and investment climates. Complementing his geopolitical expertise, Escobar brings firsthand business experience, having cofounded, raised capital for, and operated a trade and e-commerce startup focused on emerging-market wine producers.

Escobar holds a dual master’s in international affairs from Columbia University and Sciences Po Paris, and a bachelor’s in marketing from the University of Wisconsin-Milwaukee. Escobar is fluent in Spanish and French and has basic proficiency in Arabic. Escobar resides in Washington, DC, with his wife and two sons.
