Liz Sweeney
Liz Sweeney is a registered municipal advisor with extensive experience in credit analytics, disclosure, rating agency relations, municipal debt products, ESG & risk management frameworks, and structured data standards. Sweeney is a 2021-2025 member of the board of the Municipal Securities Rulemaking Board (MSRB), the primary regulator for the $4 trillion municipal securities market. She is also founder of Nutshell Associates, LLC, a public finance consulting and municipal advisory firm.
Previously, Sweeney was a managing director at S&P Global Ratings, the world’s largest credit rating agency, where she conducted objective, in-depth credit evaluations of borrowers across the public finance spectrum, with particular focus on nonprofits. She also served in a senior credit policy and risk management role as S&P’s criteria officer for US Public Finance. As criteria officer, Sweeney led the development of new rating criteria for numerous public finance securities, including healthcare, higher education, charter schools, and various tax secured obligations.
Sweeney was one of the first municipal market participants to experiment with machine-readable structured data standards including XBRL. Such standards later became central to the requirements of the Financial Data Transparency Act. Her knowledge of taxonomy development and application to facilitate reporting requirements are unique among municipal securities market professionals.
She holds an MBA from NYU’s Stern School of Business, a BS from Georgetown University, and a Certificate in Healthcare Management from NYU’s School of Professional Studies.
